Patch for ielftool.exe

Published July 7, 2017.

This patch corrects the following problem which was introduced in ielftool 10.1.4 (used in EWARM 8.11.1 and 8.11.2):
When ielftool converts output to Motorola S-records or Intel-hex and a line that contains less than 16 bytes is followed by an empty (memory size 0) ELF load-segment, the incomplete line is not output and the bytes are lost.
